A flogger is an instrument used in BDSM to caress or whip a willing partner. It is essentially a multi-tailed whip. It is made of a handle with several straps attached. It also goes by other names, including Cat o' nine tails. Floggers can be made of many different materials; some popular materials include leather, hide, and rubber.

Care must always be tsken not to injure the partner. This may be a criminal offence despite the partner being willing.
