A garter is a band fixed tightly round the thigh. Historically it was tied; modern ones usually use elastic strips of rubber. It is usually worn just below a stocking top to stop the stocking falling down. A glimpse of a garter may be erotic as it implies being able to see far up under a skirt.
In American English, garters often mean suspenders.
