A skirt is a tube- or cone-shaped garment that hangs from the waist and covers all or part of the legs.

In most western cultures, skirts are considered women's clothing, but there are exceptions:
In Scotland, the kilt must only be worn by men.
Fashion designers have repeatedly tried to establish male skirts in mainstream fashion, but as of yet failed to gain wider public exceptance.

In the fetish scene, skirts are worn by men as well as women and special kinds of skirts, such as hobble skirts are popular.
